Taking Risks in the Digital Future

Johann Schneider-Ammann: “Digitization opens up completely new opportunities. They are coming at us rapidly and also the scope for experimentation widens. This gives many people opportunities here in Switzerland to try new things. But with more opportunities you inevitably also have more business failures. That’s normal. Business failures will become more socially acceptable which will change the entrepreneurial culture away from a culture that is risk averse to one that is more willing to take risks. If we want to be leaders to keep our jobs in the future and keep our social stability we have to cultivate the willingness to take more risks. The instrument for this is digitization.”

Digitization and Politics

“Have you noticed that digitization has sped up the political process or is this happening anyway?”

Johann Schneider-Ammann: “No, that’s new. We are planning four years in advance and then the next four years in cycles. In 2015 we drafted a message with the title “Message for Education, Research, and Innovation for the Parliament for the Years 2017-2020″. This message is relatively modest when it comes to the request for funding. This was the right thing to do in 2015. Now we are in 2017, and we notice if we continue with the plan from 2015 then we miss the boat. Others will surpass us and markets develop anywhere else but here. We realized this and I pointed this out in the parliament and said, we cannot wait until the next planning cycle we have to do something now. The parliament was very supportive.”

Digital Competency of Switzerland

“How do you manage that everybody understands that technology might change our future significantly?”

Johann Schneider-Ammann: “This is very important. We have to encourage people to learn about new technologies so they take an active interest and want to know how smart phones work and what apps are and start to use them for instance, that they understand how how to access the weather report on their phone. We focus on the education of people who are a little bit older and who didn’t grow up with this technology. They must not be excluded from the job market when they are fifty years old but they should get a new opportunity. That is mainly who we focus on. We encourage the private sector to expand their continuous education and to include topics that deal with digitization. We want to make this the domain of the private sector. The state will not interfere but will provide opportunities for private endeavors for continuous education. This helps continuous education become a viable business. If that happens, society becomes more capable and we all benefit on a macroeconomic level. Continuous education is a key word for the upcoming years. If you don’t learn continuously you have already lost.”

Automation and Work

“Many people are afraid that automation will cost them their job. How do you address this fear?”

Johann Schneider-Ammann: “You have to encourage people constantly. Almost every day I experience this in one form or another. In letters I receive on personal visits or in phone conversations. People tell me they are in the process of searching, of adjusting their business. They have to do this to remain in business. This also means they have to let some people go which always hurts a lot. But there is no other way. Firms promise me when they have found their footing in the market They will offer new jobs again also if they had to reduce jobs in the short term.”

The Step into the Digital Future

Johann Schneider-Ammann: “We try to avoid interventions by the state but we encourage tutoring and we are open for conversations. We want to guide the transition from today’s world into the the world of “Industry 4.0″. This is a herculean task and a huge effort. With every person we can support in taking the step from old to new technology to new methods, and new livelihood it’s a rewarding experience for us.”

Digitale Risikobereitschaft

Johann Schneider-Ammann: “Mit der Digitalisierung gibt es ganz neue Möglichkeiten. Sie kommen in grösserer Geschwindigkeit neu daher, und auch die Breite, auf der man experimentieren kann, wird grösser. Das eröffnet Chancen, wesentlich mehr Menschen hier in der Schweiz die Möglichkeit zu geben, etwas probieren zu können. Weil die Chancen mehr werden, wird es auch mehr Pleiten geben. Damit werden sie salonfähiger, und die Kultur korrigiert sich von einer risikoaversen Kultur zu einer risikobereiteren Kultur. Wenn wir vorne mithalten wollen, damit wir beschäftigt und gesellschaftlich geordnet bleiben, dann müssen wir diese zusätzliche Risikobereitschaft kultivieren. Und das Instrument dazu ist die Digitalisierung.”

Digitalisierung und Politik

“Haben Sie erlebt, dass Digitalisierung politische Prozesse beschleunigt hat, oder findet dies auch so statt?”

Johann Schneider-Ammann: “Nein, das ist neu. Wir planen jeweils vier Jahre voraus. Im Jahr 2015 beispielsweise haben wir die “Bildungs-, Forschungs-, Innovationsbotschaft zuhanden des Parlaments für die Jahre 2017-2020″ aufgesetzt. Darin sind wir noch relativ zurückhaltend mit der Einforderung von Mitteln. Im Jahr 2015 war diese Einschätzung richtig. Zwischenzeitlich sind wir im Jahr 2017 und stellen fest, wenn wir mit den Planungsschritten aus dem Jahr 2015 vorangehen, dann bleiben wir zurück und werden überholt. Die Märkte findan dann irgendwo statt aber nicht bei uns. Das haben wir erkannt. Ich habe im Ständerat auf den Tisch geklopft und gesagt, dass ich nicht bereit bin, mit dem Thema zu warten bis zur nächsten Planungsperiode. Ich will es jetzt. Und da hat das Parlament sehr gut mitgemacht.”

Digitale Kompetenz der Schweiz

“Wie schaffen sie es, dass dieses Denken überall ankommt, dass Technologie die Zukunft möglicherweise sehr verändert?”

Johann Schneider-Ammann: “Ja, das ist entscheidend. Man muss jetzt die Menschen animieren, dass sie sich mit der Technologie beschäftigen, dass sie wissen wollen, worum es geht und was das Handy alles kann. Dass sie sich mit Apps anfreunden und damit vertraut sind. Wir fokussieren auf die Weiterbildung von Menschen, die schon etwas älter sind und nicht mit der Technologie aufgewachsen sind, die aber mit fünfzig Jahren nicht aus dem Arbeitsprozess fallen dürfen, sondern eine neue Chance bekommen sollen. Wir animieren die Privaten, ihre Weiterbildungsangebote zu erweitern und sich um die Digitalisierung zu kümmern. Wir versuchen bewusst, dies soweit wie möglich den privaten Anbietern zu überlassen. Der Staat greift nicht ein, sondern er schafft Möglichkeiten für ein neues Business, das Weiterbildungsbusiness. Wenn dieses Business erfolgreich wird, dann wird die Gesellschaft als Ganzes befähigter und das kommt uns letztlich auch makroökonomisch zu Gute. Weiterbildung ist ein Schlüsselwort für die “upcoming years”. Wer sich nicht weiterbildet, hat verloren.”

Automatisierung und Arbeit

“Viele Menschen haben ja auch Angst, dass sie durch Automatisierung ihre Arbeit verlieren könnten. Wie gehen Sie damit um?”

Johann Schneider-Ammann: “Und den Menschen müssen Sie von morgens früh bis abends spät Mut machen. Ich erlebe das nicht jeden Tag, aber jeden zweiten Tag in irgendeiner Form, brieflich, vor Ort oder im Kontakt mit früheren Kollegen am Telefon. Man sagt mir: ‘Wir sind am Suchen, Umbauen und Anpassen, sonst gehen wir unter, und wir müssen uns von ein paar Leuten trennen. Das tut wahnsinnig weh, aber es geht nicht anders. Wir versprechen, sobald wir wieder etabliert sind und den neuen Markt gefunden haben und uns darauf konzentrieren können, werden wir auch wieder Jobs anbieten.'”

Der Schritt in die digitale Zukunft

Johann Schneider-Ammann: “Wir versuchen, ohne Staatsintervention, aber mit Tutoring und Zur-Verfügung-Stehen als Gesprächspartner, von der herkömmlichen Welt in die neue viert-industrielle Welt zu überführen. Dies ist eine Herkulesaufgabe und ein Riesenaufwand. Aber jeder, den man begleiten kann, den Schritt von der bisherigen auf die neue Methodik zu machen – das ist dann ein dankbares Mitgehen.”
